RYSL Division 3 Policy (Revised May 3, 2010)
The Redding Youth Soccer League, hereinafter referred to as “RYSL” has established a Division III Program, hereinafter referred to as “Program”, for the development of its players.
Article I – Purpose
The Program offers an environment for dedicated and skilled players to develop and play. The Program is classified as a California Youth Soccer Association (CYSA) Division III youth developmental soccer program. (Recreational Teams are Division IV; Competitive Teams are Division I.)
Article II – Authorities and Responsibilities
The Program rules contained herein shall govern members of the RYSL in all cases in which they are applicable and in which they are consistent with the Constitution, Bylaws, General Procedures and Specific Rules of the CYSA; and the constitution and bylaws of the United States Youth Soccer Association (USYS) and USSoccer.
Article III – Program and RYSL Goals
The goal of the Program is to provide an opportunity for players and teams who have the ability and the desire to participate in a developmental level of soccer play above the Division IV level of play.
The goal of the RYSL is to build and support a strong DIII program that is capable of fielding two or more teams per age group of qualified players beginning at the U11 level of play. It is the profound and sincere hope of the RYSL that the Program is comprised of age pure teams and that these teams are afforded the opportunity to develop and grow together into the future.
The Division III program within RYSL is moving toward a club concept as it gets larger. As such, all boy’s teams shall be named in the format of Redding Kaos Unique Team Name. Within RYSL all Division III girl’s teams shall be named in the format of Redding MissFits Unique Team Name.
Article IV – Coaches
- All Coaches requesting participation in the Program will be required to submit an application to the Division III Coordinator. The application shall consist of the individual’s qualifications, license held, and years of experience.
- All coaches must complete the CYSA licensing level training in accordance with the rules of District IX unless otherwise approved by the RYSL Coaching Coordinator.
- The RYSL Board of Directors must approve all head coaches.
- Special attention is provided to CYSA Specific Rule 4:06:04 which provides that any team which, through its responsible officials, officers, or representatives, attempts to induce a registered player of any team under the jurisdiction of the CYSA to leave his/her team before the end of the current seasonal year shall be deemed to have committed an offense for poaching and shall be dealt with by the Board of Directors of the RYSL.
- When selecting players for a team it is the coach’s responsibility to ensure that no player is denied participation due to financial reasons.
- It is the responsibility of each coach to ensure that his/her team adheres to this policy and the program guidelines, rules and regulations of the CYSA, USYS USSoccer, and FIFA (Federation Internationals de Football Association).
- It is strongly recommended that each player be allowed to play approximately fifty (50%) percent of each game provided, in the opinion of the coach, there are no player problems with (also reference District IX policy on Minimum Playing Time):
- Unexcused absences from practices or games.
- Unexcused tardiness or leaving early.
- Poor sportsmanship or conduct.
- Poor attitude on and off the field impacting the development of the team and RYSL program.
Article V – Team Responsibility
- Sportsmanship is the number one priority of the RYSL. Each team (including players, coaches and parents) represents the RYSL and shall do so in an exemplary manner.
- Each team is responsible for its own tournament, game and facility (practice fields, meeting rooms, etc) fees and any fines assessed against the team.
- Each team is responsible for the cost of its own uniforms – including all screen printing and numbering. Each team will wear the RYSL approved MissFits/Kaos uniform. The RYSL approved MissFits or Kaos logo must be displayed on all jerseys.
- RYSL will credit each team’s account $30 per player on the approved initial roster.
- Team fund-raising is at the discretion of each individual team.
- All team finances will be managed and accounted for through the RYSL Treasurer.
Article VI – Registration, Transfers and Releases
The following policies govern the use of transfers and releases of players from rostered teams, wherein they don’t conflict with CYSA or USYS rules and policies. In cases of rule conflicts, CYSA/USYS rules shall supersede RYSL policies.
Once member pass cards are issued, a player transfer or release will be permitted only with approval of the RYSL Division III Coordinator as delegated by the RYSL Board approval.
Article VII – Player Selection Process
In order to establish an equitable and positive experience for players who choose to make the commitment and have the ability to participate in the Program, the following processes and protocol will be enforced.
- To provide equal opportunity, tryout dates should be posted on the league website at least two weeks prior to the first tryout date. In addition, the RYSL Division III Coordinator will notify by mail or email all eligible RYSL players of tryouts.
- Only players who have a current RYSL liability release form on file with the league registrar may tryout during the selection process.
- Players must attend at least one tryout.
- The Coach shall determine the final player selection. The Coach is strongly encouraged by the RYSL to use multiple evaluators during the try-out selection process. The evaluators shall be sufficiently qualified to assist the Coach with input regarding the ability of players to perform at the Division III level of play.
- Once player selections are made the proposed roster of selected players will be submitted to the Division III Coordinators for review and approval.
- This final roster submission will be in the form of a copy of a typed team roster with copies of each player’s RYSL Registration attached.
- The final roster must be submitted by the deadline set by the Division III coordinator.
- The roster will not be announced to players or parents until it has been reviewed and approved by the Division III Coordinator and the District tryout window has closed.
- If violations to these guidelines are found then approval of the Board must be obtained prior to submission of the roster to the RYSL Registrar.
- As defined in Article II of this Division III policy it is the goal of the RYSL to promote and encourage age pure teams to the extent possible. Therefore, players will be required to play in their appropriate age classification when age pure teams exist. Up to two exceptions to this requirement may be approved by the Division III Coordinator. These exceptions are not automatic and shall be considered only if it is deemed to be in the best interest of the program, all teams involved and the individual players. All potential exceptions must be discussed with the Division III coordinator before try-outs or as soon as practicable.
Registration
General Registration Policies
- Players whose registrations are received after the “closing” date of each season will be placed on waiting lists until space becomes available on teams in their respective age groups.
- There is NO multiple child discount when submitting registration in any manner other than in person at the designated registration times.
- All division 4 (recreational) teams are formed on as even a basis as possible, taking into account the players’ school, age, etc. The Redding Youth Soccer League does NOT accept parent requests for player’s team placement.
- All players wishing to participate on a division 3 team MUST participate in at least one try-out.
- All registration submitted in any manner except in person at the designated registration times, will be subject to a $10 handling fee if it is incorrect or missing any of the required items. If the registration is incomplete, it will be returned to you with a request for the additional fee and a checklist of the missing items.
- Minimal overpayments of registration fees ($5-$20) will not be returned, but will be deemed a “donation” to the league. Please check dates and amounts carefully.
- Returned (bounced) checks will incur an additional handling fee of $20 and must be made good with a bank check or money order. We will not re-deposit checks or take a new personal check for your child’s registration. Unpaid registration will cause your child to be removed fromhis/her team.
RYSL Division 4 Team Formation Policy (Approved March 2008)
The Redding Youth Soccer League forms its Division 4 (recreation) teams in accordance with the California Youth Soccer Association Team Formation Policies. In essence those policies require us to form teams that are as balanced as possible. In keeping with those policies, we try to group players by area and/or schools as much as possible.
RYSL also allows head coaches to “request” up to four players (including his/her own child) to be placed onto his/her team. HOWEVER this is not a guarantee that these players will be on that team as we have to satisfy other team formation qualifications.
Military Service Discount Policy (Approved March 2008)
Children of active duty military personnel will play at no cost within RYSL (registration fee only).
RYSL Registration Fee Refund Policy (Revised and Approved March 2008)
General Registration Fee Refund Policy
At its convenience, the Redding Youth Soccer League will refund player registration fees to the player’s parent/guardian when that request is made in a timely manner AND prior to the refund request deadline (Fall season: July 1; Spring season: March 1). Requests MUST be submitted via the form (found here) or in writing via US mail containing the necessary information (Player’s name, Parent’s name, Player’s birthdate and the Reason for Request). Email requests will NOT be accepted.
Definitions and exceptions to the policy
Registration Fee: The amount actually paid — regardless of the posted amount and net of any sibling discounts — shall be the only amount subject to refund. Any fees imposed for improperly submitted registration paperwork are not subject to refund.
Division 3: A player who tries out for a Division 3 team will have $20 deducted from any refund requested.
No RYSL team available in age group: While RYSL will make every effort to find a place for every player who registers to play, we occasionally have cases where no team will exist in a particular age/gender group. In those rare cases, RYSL will automatically process a refund of registration fees for those players. Taking into account the Division 3 policy shown above, refund may not be 100%.
RYSL “Mail-In Registration” Policy (Approved March 2006)
General Mail-in Policy
The Redding Youth Soccer League will impose no additional fees for on-time, properly submitted player registrations that are submitted via postal mail. On-time to be defined as those registrations postmarked prior to the “close of registration” (typically 3-4 days after the last in person registration).
Registrations submitted via postal mail, on-time but incomplete (missing signatures, pictures, etc), will be returned with a letter noting the deficiency. Additionally, this letter will inform the applicant they are now subject to an additional handling fee of $10. Upon return of the completed paperwork, with the additional fee, the player will be then placed into the process (either into the “pile” or onto the waiting list depending on timing).
Registrations submitted via postal mail will NOT be eligible for multi-player family discounts. Those discounts shall ONLY apply during in-person registrations and are intended as an additional incentive to attract volunteers at the in-person dates.
To aid those that signup via postal mail, the registration form provided on the website will also include a checklist of things to include. This was implemented in late February 2006.
Referees
Policy on Missed Assignments
If a ref has one unexcused missed assignment s/he will be suspended for two weeks. If the same ref has a second unexcused missed assignment during the same season s/he will be suspended for the rest of the season. The motion carried unanimously.
Some key things to remember:
- Assignment is a Ref. position that you have been assigned and accepted or a position that you signed up for at a Ref. meeting.
- Unexcused means the Ref. Coord. was not notified within 24 hrs. prior to a missed assignment.
- An excused absence would be one that is beyond the reasonable control of the Ref. or extreme/unusual circumstances, in the judgment of the Ref. Coord.
- Note that if you have two assignments on one day and you oversleep and miss both (i.e. two assignments), you won’t be ref’ing again until next season. Any two week suspension occurring at the end of a season will carry over to the next season
Payment for Cancelled Assignments
- If you’re notified greater than 24 hrs before game time: No compensation
- If you’re notified less than 24 hrs. before game time: 50% pay based on assigned position
- If you’re not notified and you show up and the game is canceled: 100% pay based on assigned position
Here are some examples:
- It’s pouring rain on Thursday AM and the games are canceled: No pay.
- It’s pouring rain on Friday evening and the games are canceled: 50% pay.
- It’s pouring rain on Sat. morning and the games arer canceled before you show up to the field (8:00 am): 50% pay
- It’s a beautiful day and the team from Manchester, England missed their flight and needs to forfeit their game against the RYSL U12 team: 100% pay.
- It’s pouring rain on Sat. morning, but you haven’t been called and there is no indication from RYSL that the games are canceled and you show up: 100% pay
There are several, equally valid, ways a Ref might be notified that the games have been canceled:
- E-mail message (dated and timed) to your e-mail address of record. Remember you are responsible for checking this.
- Phone call.
- Reddingsoccer.com website: There will be an icon signifying whether the games are to be played, canceled, or decision pending on the front page.
